    Meet Carol Scott

Carol D. Scott, a graduate of UCLA Law School and the Harvard Chan School of Public Health, has more than three decades of experience representing clients in the health care industry.


Among other types of clients, she has represented for-profit, not-for-profit, government and academic hospitals ls and health systems in California and other states, as well as psychiatric hospitals; skilled nursing, assisted living and other types of residential care and post- acute care facilities; sober living homes, chemical dependency outpatient, and residential treatment programs; hospice, home health and home care agencies; pharmacies; community care facilities, adult day health centers; nursing registries; infusion centers, dialysis centers, clinics; and durable medical device companies. She has also represented IPAs and MSOs, individual physicians and physician groups, psychologists and behavioral health providers, nurses; physical therapists, and allied health care providers; as well as consultants, vendors, management companies, and other individuals and companies that deal with the health care industry.

She has advised clients in all phases of operational, regulatory and compliance issues, including licensure, certification and accreditation; conversion and privatization; Medi-Cal, Medicare and other third party billing, coverage and reimbursement audits, investigations and disputes; compliance with state and federal anti-kickback and Stark self-referral issues; corporate practice and referral issues; bylaws review and revision; credentialing; peer review and medical staff proceedings; operational and patient care issues; safe medical device reporting; medical records; voluntary disclosures; and antitrust issues.

She has extensive experience in reviewing, negotiating and drafting contracts and leases and developing contract management programs.

She has also represented clients in transactional matters concerning purchase, sale, merger and acquisition transactions, due diligence and risk management; establishing and unwinding joint ventures; contract drafting and negotiation; HIPAA, confidentiality, privacy and security issues.

She also has experience in consent and bio-medical ethics matters and has served and continues to serve on hospital bioethics committees.

She has conducted internal investigations and counseled clients on addressing government audits and investigations including but not limited to overpayment disputes, RAC audits, exclusion and termination proceedings, and fraud and abuse investigations.

She has acted as an arbitrator, mediator in medical staff peer review cases, reimbursement, contract and business disputes and other health care cases.

Carol has served as counsel for subcommittees of the U.S. House of Representatives and as a health policy specialist with the Federal Trade Commission. She has lectured and written numerous articles on such topics as ethical issues in managed care, fraud and abuse, licensing, ombudsman programs, healthcare information, and privacy and confidentiality issues. She is the co-author of a book chapter on health information networks and the electronic exchange of health care information.

    Carol has taught healthcare law and policy at Arizona State University School of Health Management and Policy; the University of Southern California Law School; and California State University, Los Angeles.

    Carol received her undergraduate degree in history, summa cum laude, from the University of California at Los Angeles in 1971, and her law degree from UCLA Law School in 1974.

    She also obtained a master's degree in health care administration from the Harvard School of Public Health in 1979 and attended the John F. Kennedy School of Government mid-career program.

    Our office is committed to providing pro bono legal services to individuals and nonprofit organizations. Carol has served as a member of the Ethics Resource Committee at Children’s Hospital for many years, currently chairs the Beverly Hills Bar Health Law Committee, and is the legislation co-chair of the State Bar Health Care Law Committee.
